Information Review and Release Analyst – Senior (TS/SCI w/ FSP required)
Cognito Cyber Group seeks a full-time Information Review and Release Analyst (full-performance level) in the Herndon, VA area in support of a dynamic Intelligence Community component offering a flexible work schedule. The position requires an individual to review and thoroughly research requests for the release of information in accordance with one or more of the following: Executive Order (EO) 13526, Freedom of Information Act (FOIA) and/or Privacy Act (PA). These requests are submitted directly to the IC component by the general public, Presidential Libraries, or received upon referral or coordination from another government agencies.
The person in this position serves as an Analyst and/or Case Manager for the Executive Order Mandated (EOM), FOIA, PA, and Appeals requests, from the receipt of the initial request letter, to creating case documentation and researching prior requests. They also review information and make recommendations which includes collaborating with other government agency (OGA) counterparts, prior to the final consolidation of IC component element response and release decisions back to the requester.
The candidate must be able to successfully apply critical-thinking skills when evaluating each unique case, and when utilize a broad array of customer systems and tools in order to accurately inform the review and release process. Due to the complexity of most requests, time management and the ability to collaborate with other team members is a must. The selected candidate must be able to consistently deliver high-quality, accurate work, and be willing to perform ad hoc duties as needed. Candidates are able to explore their creative side for identifying process improvement ideas.
Typical Duties include, but are not limited to:
• Reviews & redacts certain equities within classified documents, records and files in accordance with established standard operating procedures, work flows and policies.
• Submits requests to the scanning team to scan any documents needed for research
• Submits requests to the search team to conduct the initial of search for data relevant to the case
• Assists with the training of newly hired search team members, as requested
• Collaborates with supervisory client POCs to recommend and implement changes that improves processes, workflows and standard operating procedures
• Works an eight-hour shift between 6:00AM -6:00PM, Monday-Friday.
o Infrequently provides surge support outside of normal office hours for short-fused emergent requests
Mandatory Skills:
• It is desired that the individual possesses a minimum of one (1) year of experience reviewing & redacting classified information for the Sponsor or Intelligence Community (IC) in accordance with the Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order Mandatory Declassification Review (EOMDR) programs and Executive Order (EO) 13526 directive
• Will also consider candidates with one or more years of experience in a position requiring analytic skills (such as intelligence analysts, foreign disclosure officers, CD/CI/CT analysts, etc.) AND a demonstrated familiarity with the requirements of the Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order Mandatory Declassification Review (EOMDR) programs and Executive Order (EO) 13526 directive
o A Bachelor’s degree in any liberal arts, scientific or technical discipline will be considered equivalent to three (3) years of relevant experience
o A Master’s degree is equivalent to an additional year of experience
• A driven self-starter who collaborates with client staff and has the capability to recommend and to adapt to new processes
• Must be a team player willing to collaborate and develop robust relationships with clients, colleagues and technical teams

You should have demonstrated experience analyzing large amounts of raw data for processing through our AI/ML tools. We will rely on you to build dependable data products to identify duplicates in data and their entities. Information Review and Release Analyst – Senior
Cognito Cyber Group seeks a part-time (32 hours per week) Information Review and Release Analyst, for a team located in the Tysons, VA area.
This position requires the individual to oversee the process of the declassification of documents related to litigation cases, such as civil or criminal cases. Must be detail oriented to record the chronological order of events from beginning to end process. You will:
- Organize documents in preparation for legal counsel to review and must be properly recorded with accuracy.
- Act as a liaison for Other Government Agency (OGA) involved in the process.
- Conduct desktop research and analyze results to determine the relevance of a new search or whether the requested records have been previously declassified and/or released.
- You will provide the rationale for redaction actions on the electronic version of the documents using codes provided in the Sponsors declassification guidance; provide recommendations regarding the release of the documents for Sponsor approval; and record decisions in the Sponsors automated systems.
- You will determine if a record contains Other Government Agency (OGA) equities and requires external referral or if the record requires non-routine handling.
- Organize documents in in preparation for declassification review and correctly assign these items to the proper equity holder.
- Research previous declassification/release decisions as necessary to ensure accuracy and consistency and provide feedback to the Customer.
Mandatory Skills:
1. Strong analytical, problem solving, and critical thinking skills.
2. Must have excellent communications and interpersonal skills, as well as experience working in a team environment.
3. Experience in reviewing and redacting documents in support of requests for information under the authority of the Freedom of Information Act (FOIA), Privacy Act (PA), and Executive Order Mandatory Declassification Review (EOMDR) programs and Executive Order (EO) 13526 directive; must have a strong knowledge of the intelligence community with an analytical skills background

Information System Security Manager (ISSM)
o Manages Analysts engaged in ensuring the safety of information systems assets and protection of systems from intentional or inadvertent access or destruction.
o Provide support for a program, organization, systems or enclaves. Support the Agency RMF Workflow and Processes by proposing, coordinating, implementing and enforcing information system security policies, instructions, standards, and methodologies.
o Coordinate with the Data Custodian, Project Owner, and ISSM to identify the types of information processed, assign the appropriate security categorizations to the information systems, determine the information security and privacy impacts, and manage information security and privacy risk. Document the controls in the information security and privacy plan (or equivalent document) to ensure implemented controls meet or exceed the minimal controls defined by CISO guidance.
o Maintain current system information in XACTA (e.g., POCs, artifacts) to support organizational requirements and processes (e.g., communication, contingency planning, training, data calls)
o Evaluate the impact of network and system changes using RMF processes.
o Ensure anomalies identified under the Information Security Continuous Monitoring activities are addressed and remediated in a manner that commensurate with the risks posed to the system from the anomalies.
o Submit recommendations to the stakeholders for system configuration deviations from the required baseline.
o Develop and maintain a system security plan (SSP)
o Conduct periodic reviews to ensure compliance with SSP.
o Ensure configuration management for security-relevant IS software, hardware and firmware is maintained and documented.
o Ensure system recovery processes are monitored to ensure security features and procedures are properly restored
o Ensure all IS security-related documentation is current and accessible to properly authorized individuals
o Formally notify the appropriate individuals when changes occur that might affect authorization
